Police

The Klein ISD Police Department began operations on September 1, 1982, with six (6) patrol vehicles and eleven (11) certified Peace Officers, consisting of a Police Chief, one (1) Sergeant, and nine (9) Officers. The Department was divided into three (3) shifts with coverage of twenty-four hours, seven days a week and provided complete police services to students, employees, campuses, and visitors in the district's 87.5 square miles.

Today, the department is headed by Police Chief Marlon Runnels, two (2) Assistant Police Chiefs, one (1) Lieutenant, seven (7) Sergeants, two (2) Corporals, two (2) Investigators and thirty-seven (37) Police Officers.Since the inception of Klein ISD Police Department in 1982 and more than 40 years, the department has had 4 Police Chiefs:

Chief of Police

Police Chief Runnels began his law enforcement career in 2001 as a detention officer with the Harris County Sheriff’s Office. In 2005, he completed his Basic Peace Officer Course through the University of Houston Police Academy. 

He spent a short time as a patrolman with the Conroe Police Department, before moving onto the Galveston County Sheriff’s Office.  While there, he was assigned to the detention center as well as the county courts as a support bailiff. While at GCSO, he learned of their School Resource Officer program and that motivated him to embark on a career in school-based policing.

Runnels joined the Klein ISD Police Department in 2008 and was later promoted to Sergeant, where he assisted the police command staff on budgets, sensitive investigations, and other administrative and support functions within the agency.

In 2017, he was named Chief of Police for the Montgomery ISD Police Department, where he continued his work and service in school-based policing.  In July 2020, he returned home to his Klein family as one of our two newly appointed Assistant Chiefs. 

In June 2022, he was confirmed as the Chief of Police, beginning his position July 1, 2022.

Chief Runnels acquired his Associates Degree from Lone Star College, and both his Bachelors and Masters Degrees were awarded from Texas Southern University. He is a Master Peace Officer, Police Instructor, ALERRT Instructor, CRASE Instructor, SBLE Instructor, Standard Response Protocol K-12 Instructor (SRP), trained hostage negotiator, FBINAA Command College graduate, and FBI-LEEDA Trilogy recipient.

Chief Runnels professional associations include Texas Municipal Police Association (TMPA), Houston Area Chiefs Association, Montgomery County Crime Stoppers, the Texas Gulf Coast Crime Prevention Association (TGCCPA), and the Texas School District Police Chiefs’ Association (TSDPCA).

Debbie Bonola, Office Manager
Debbie joined our police department in November 2018.  She comes to us from Connecticut, with over 25 years of Office Management experience.  Debbie provides supervision of support staff, maintains the department budget, and schedules and coordinates meetings, appointments, and conferences for the police chief and administration.

Assistant Chief Nathan Polansky has been with the Klein ISD Police Department since January 2007, and has over 19 years of law enforcement experience.

He currently holds a TCOLE Master Peace Officer certification and Instructor certification, and is one of two lead instructors for the School Based Law Enforcement training course. Assistant Chief Polansky is a Certified Computer Forensic Investigator, Stop the Bleed Instructor, ALERRT Instructor, and he oversees the department's Field Training Program.  He is also is the Custodian of Property and Evidence Management for our department.

Assistant Chief Jon Turner became a member of the Klein ISD Police Department in December 2009 as a Sergeant. Assistant Chief Turner was promoted to Captain in March of 2014, re-titled to Assistant Chief in 2020. Assistant Chief Turner began his career in law enforcement with the Spring ISD Police Department as a campus officer and a K-9 handler.  He then joined the Conroe ISD Police as a campus officer and later promoted to Corporal. Assistant Chief Turner currently supervises the North Division Operation, Evening and Night Shift Patrol, Police Investigators, K9 Corporal, School Liaison Officer Corporal, Fleet Operations, and Backgrounds and Recruiting. 

Jon Turner holds a Master Peace Officer certification from the Texas Commission on Law Enforcement. He is also a certified ALERRT Instructor, CRASE Instructor, TCOLE Instructor, TCOLE Special Investigator, and TCOLE Cybercrime Investigator. Assistant Chief Turner is a Field Training Officer and has also received training in TAHN & FBI Hostage & Crisis Negotiation, LEMIT Command Staff Leadership, and INCOSIT Incident Command Procedures.

Lieutenant Natalie van der Dys joined Klein ISD Police Department in June 2008. She graduated from the Montgomery County Sheriffs Police Academy in 2007. Lieutenant van der Dys holds her TCOLE Master Peace Officer certification, Advanced Instructor certification, and is an ALERRT Instructor.

She was selected for Officer of the Year in 2013, received an award from the Northwest Chamber of Commerce for Officer of the Month, was a co-recipient of the KISD Police Chief's Initiative Award in 2016, and also won a grant in 2016 for the Leadership Academy program.

Lieutenant van der Dys holds certification as a Sexual Assault/Family Violence Investigator and serves as one of the two department Crime Victim Services liaisons.  She has received certifications as Police Bike Officer, Field Training Officer, and has numerous training hours in gang investigations, working as a representative with neighboring police agencies as a gang investigator. Lieutenant van der Dys is one of the lead instructors for HB 2684 school based law enforcement training course for the department.

Lieutenant van der Dys is a graduate from Sam Houston State University and holds a Bachelor of Arts in Criminal Justice (2006).
Andrew Jaspers, Emergency Management Coordinator

Andrew Jaspers has worked in Emergency Services for 12 years serving in a variety of roles. Andrew is coming to Klein ISD from North Carolina, where he served as the Executive Director of Emergency Management, Safety & Security for Guilford County Schools in Greensboro, North Carolina. Additionally, Andrew has spent time serving as the Deputy Director for Stark County Emergency Management Agency in Ohio and as an Emergency Management Planner for Onslow County, North Carolina. 

Andrew earned his Master of Public Administration degree from the University of North Carolina at Pembroke and a Bachelor of Science in Emergency and Disaster Management from Western Carolina University.

Sergeant Shannon Acosta

Sergeant Acosta joined Klein I.S.D. Police Department in August 2022 and promoted to sergeant in December 2022. Sergeant Acosta has over eighteen years of law enforcement experience, with seventeen years commissioned as a peace officer.

Prior to joining Klein I.S.D. Police Department, Sergeant Acosta previously served as a detention officer with Harris County Sheriff’s Office, a patrol officer for Conroe Police Department, a deputy and detective with Montgomery County Sheriff’s Office, and an investigator with the Montgomery County District Attorney’s Office. Sergeant Acosta spent three years co-located at the Montgomery County Child Advocacy Center where she received several commendations for her work on child abuse cases.

Sergeant Acosta holds a Master Peace Officer license from the Texas Commission on Law Enforcement and is a Basic Instructor. Sergeant Acosta graduated from University of Houston – Downtown Basic Police Academy in 2005. Sergeant Acosta graduated from Lone Star College with an Associate of Arts in 2021 and an Associate of Arts in Sociology in 2022. Sergeant Acosta is currently pursuing a B.A.A.S. in Criminal Justice Administration from Tarleton State University.

Sergeant Acosta and her husband have a blended family with five children all together. Sergeant Acosta is a nature lover and enjoys travelling Texas and hiking with her family in her spare time. Sergeant Acosta is also a fine arts enthusiast and enjoys attending local theater, dance, and music performances.

Sergeant James Barr
Sergeant James Barr joined the Klein ISD Police Department in January of 1997. He has over 23 years of law enforcement experience. He also honorably served in the United States Marine Corps.

Sergeant Barr began his Law Enforcement career at the Klein ISD Police Department and has worked at numerous levels of the department including: Patrol Officer, Attendance Officer, Campus Officer, Firearms Instructor, and Sergeant. His experience has contributed to the vast amount of knowledge he brings to the day-to-day operations of the department.

Throughout his career, Sergeant Barr has collected several specialized training certificates, including Master Peace Officer Proficiency, Police Instructor, Firearms Instructor, ALERRT Instructor and CRASE Instructor.
Sergeant Rajiv Bhatt
Sergeant Bhatt began his law enforcement career in July of 2013 with the Klein ISD Police Department.  He graduated from the University of Houston - Downtown Law Enforcement Academy and currently holds his Texas Commission on Law Enforcement Master Peace Officer certification.

Sergeant Bhatt was selected for the Klein ISD Police Department Officer of the Year Award in 2016 - 2017 and 2020-2021.

Sergeant Bhatt has received certifications in Cybercrime Investigations, Field Training Officer, Evidence Technician, Basic Instructor, and Police Bicycle Officer.  He is a graduate of Texas Southern University with a Bachelor of Business Administration in Management (2012) and is currently working towards his Master of Science in Criminal Justice.
Sergeant Montoya Jones

Sergeant Montoya Jones started her Law Enforcement career in March of 2017 with the Klein ISD Police Department. Through leadership and dedication, she continues to serve the Klein ISD community. Sergeant Jones graduated from the University of Houston - Downtown Law Enforcement Academy, where she received several academic and physical training commendations. 


After graduating high school, Sergeant Jones began her journey in the criminal justice field by earning an Associates of Science degree in Law Enforcement and a Bachelor of Arts degree in Criminal Justice, with a minor in Sociology from the University of Arkansas at Little Rock. In December 2020, Sergeant Jones proudly earned her Master of Science Degree in Juvenile Justice from Prairie View A&M University. 


During her career with Klein ISD Police Department, she has stepped into various responsibilities and roles to include administering the department’s community engagement programs, Police Pals and Holiday Heroes. Sergeant Jones is also an active assistant in the recruitment of prospective new police officers.   


Sergeant Jones holds a Texas Commission on Law Enforcement Intermediate Peace Officer certification and is a Field Training Officer within the department. She has attended and completed the Circle-Up: Positive and Restorative Practices for Relationship Building and Conflict Resolution Train the Trainer Course as well as the School Based Law Enforcement Train the Trainer course.


In recognition for her efforts and dedication, in 2019 she received the Klein ISD Police Departments Chief’s Initiative Award and was also named the 2019-2020 Klein ISD Employee of The Year for the police department. In 2020, she received recognition from her peers and co-workers by being named the 2020 Klein ISD Police Officer of the Year. 

Sergeant Jeff Kirkland
Sergeant Kirkland joined the Klein ISD Police Department in July of 1997 and promoted to the rank of Sergeant in March 2018.  He has over 23 years of law enforcement experience, all with Klein ISD. He is also a proud military veteran, having honorably served in the United States Navy.

Sergeant Kirkland holds a Master Peace Officer certification from the Texas Commission on Law Enforcement and has trained and served in various capacities within the department, including: Field Training Officer, Bike Patrol, Basic Instructor, gang investigations, SAFVIC, ALERRT Instructor, Hostage/Crisis Negotiations, and is a certified Mental Health Peace Officer. He previously headed our department’s Police Pals Program and has processed over 4000 fingerprinting kits for Klein ISD students.

Sergeant Kirkland was recognized as the 2015-2016 Klein ISD Police Department Employee of the Year for his outstanding work and dedication to the department and was the 2015 recipient of the Chief's Initiative Award for his foundational building of the police department Police Pals Program.
Sergeant Cliff Maduzia
Sergeant Maduzia entered into law enforcement in 1995 as a reserve officer for the Hempstead Police Department. He has also worked at the Spring ISD Police Department, Conroe ISD Police Department, and the Harris County Pct. 4 Constable's Office.  Sergeant Maduzia served with the Montgomery County Sheriff's Office for fourteen years as a deputy, prior to coming to the Klein ISD Police Department as a sergeant for Klein Cain High School.

Sergeant Maduzia holds a TCOLE Master Peace Officer certification, along with certifications as Mental Health Officer, SBLE Officer, SFST Practitioner, and Basic Instructor, as well as previous training as an EMT Paramedic.

Sergeant Maduzia is married with two children and three step children. He enjoys photography and sports and considers himself a firearms enthusiast.
Sergeant Bryan Robinson
Sergeant E. Bryan Robinson joined Klein I.S.D. Police Department in July 2010. His law enforcement career began with the Houston Police Department in March 1985, where he served until retiring in April 2009. During his time with HPD, he worked at North East Patrol for 8 years, Robbery Division for 1.5 years and promoted to sergeant in November 1994. He served as a night shift sergeant at Central Patrol, DWI Task Force and Radar Task Force.

Sergeant Robinson holds a master peace officer certification, is a Basic Instructor, SFST Instructor, Drug Recognition Expert/Instructor, and Field Training Officer with over 3200 hours on training. Sergeant Robinson promoted February 2017 and currently served as our evening/overnight sergeant.

Corporal Christopher Plummer

Corporal Christopher Plummer began his police career at Klein ISD Police Department in 2015. He became Klein ISD PD's first K-9 Handler in October 2019 and currently works alongside his faithful furry partner, K-9 Quinn.

In 2015, Corporal Plummer was voted "Rookie of the Year" during the department's Annual Employee Banquet.

Chris Plummer holds an Intermediate Peace Officer Certification from the Texas Commission on Law Enforcement. He is also a commercially rated pilot. 

Shannon Cook, Dispatch Supervisor

Shannon Cook began as a dispatcher with our department in 2014 and promoted to our Dispatch Supervisor in June 2019.  She manages the day-to-day operations in our Communications Center and provides support and supervision to the telecommunications staff.  She maintains adherence to established goals, policies and procedures, and ensures employee and department compliance in accordance with all local, state, and federal mandates. Shannon works purposefully each day to guarantee officer safety, Klein ISD student, staff, and visitor well-being, and to respond to the needs of our community members.

Shannon holds her TCOLE Master Proficiency telecommunicator certification, is a Field Training instructor, and serves as our department Terminal Agency Coordinator through the Texas Department of Public Safety.  Shannon graduated from the University of Houston, where she received her bachelors degree. She has been a dispatcher for 7 years, beginning her career at the Harris County Sheriff’s Office.


Luis Moscoso, Crossing Guard Coordinator
Luis Moscoso started at Wunderlich Intermediate School and then went onto Klein Forest High School where he graduated in 1998. While at Klein Forest, he was a member of the National Art Honor Society, National Honor Society, Hispanic Heritage Society and played soccer all four years.

Prior to coming to Klein ISD, Luis's background entailed mortgage servicing. He had the opportunity to work at one of the largest mortgage servicing companies here in Houston. At that company he was a member of the Executive Resolution Team, where he handled all presidential complaints and worked on a resolution with the customer and government officials. The last position he held was a Fannie Mae Loss Mitigation Specialist where he worked with customers whose loans where in default and in a foreclosure process.

Luis came to Klein ISD Police Department in April of 2013, almost two years later he can say he found a job he would like to retire in.
Shana Defferari, Security Specialist
Shana has served as a Security Specialist with our police department since January 2010. She primarily assists with department programs and employee training. She helps in maintaining officer and telecommunicator TCOLE training records and coordinating department travel. Shana contributes as office support for our department programs, including Leadership Academy, HEROES Academy, Police Pals, Street Smarts, and School Based Law Enforcement training.

Shana has previously worked as police support staff with the Harris County Sheriff’s Office and the Lone Star College System Police Department, as well as educational and medical support staff with Baylor College of Medicine and Tomball Regional Hospital.

She is a member of Harris County CERT, the National Native American Law Enforcement Association, the Texas Crime Prevention Association, the Texas Law Enforcement Analyst Network, the Sheriff's Association of Texas, and the National Sheriff's Association. 
Amanda Gomez, Security Specialist
Amanda has over 12 years of experience working as office personnel. She started with Klein ISD in December 2019 as a Dispatcher, quickly moving into her position as a Security Specialist in January 2020. She will be assisting with Records Management, Payroll, Employee Calendars and other office support.

She loves living in Klein ISD and now working with the Klein Police Department.
Lori Havard, Security Specialist
Lori began working for Klein Police Department in August of 1998 as a part-time crossing guard at Theiss Elementary School. A couple of years later, she became a full-time crossing guard and worked part-time as a dispatcher for the Police Department. It wasn’t long after that she started working full time as Security Specialist.

Lori's primary job role is serving as Records Clerk for our department, performing specialized clerical work involving the receiving, filing, maintenance and releasing of department and criminal justice records and reports.  Lori earned an Associates Degree from Lone Star College System and also holds a Master Telecommunicator proficiency certification through the Texas Commission on Law Enforcement.
Sheila Sisk, Security Specialist
Sheila started her position with Klein ISD Police in October 2019.  She assists with employee calendars, payroll, job assignments, and office support duties.

She has over 20 years experience in the oil & gas industry, including administration and supervision, data management, and client support.  She is also #KleinFamily, raising her family in our district, with one child attending Ulrich Intermediate and one graduation from Klein HS in 2015.
