Dear Klein ISD Local Residential Treatment Center Family


Welcome back!! We are excited about the 2018-19 school year and all that it holds for our students in Klein ISD. This letter is to ensure notification is acquired for this school year’s registration and family onboarding process for every student in Klein ISD. We embrace the promise to purpose vision for every student in Klein ISD, and in the spirit of equality, all students in Klein ISD will access the same enrollment and registration process for school enrollment throughout the school year. Our awesome Therapeutic Education Program previously assisted with the process of reviewing records and information for many of our students housed in residential centers and we are thankful for their prior efforts, yet to ensure all students are enrolled without delay and indiscriminately, all caregivers will follow the district’s registration and family onboarding process. The teams at the Therapeutic Education Program will no longer assist in the pre-registration process of screening student intake packets.
We ask that all enrollment information and registration items needed for our students be provided directly to the designated staff associated with district registrations throughout the school year. Klein ISD acknowledges that many of the students you care for are under the conservatorship of the Department of Family and Public Services (DFPS) and therefore for those applicable students receiving foster care services, we request that you report the student to be a foster student during enrollment and also provide the following state agreed information during the family onboarding process throughout the school year:

  • The DFPS 2085 series form(s)
  • Names and contact information for the student’s  DFPS worker, DFPS supervisor
  • Attorney Ad litem and court ordered attorney, if applicable
  • Guardian Ad litem, if applicable
  • CASA worker, if applicable
  • Court orders if a surrogate parent is assigned by the court
  • DFPS green academic records binder

We know our community collaboration with schools and staff will provide a pathway to the promise to purpose endeavor for every student in Klein ISD. We appreciate your continued engagement in supporting students in Klein ISD.

School Stability Information for the Foster Care Student
The federal government has indicated that the need for foster students to experience the highest degree of school stability is essential to their educational, social and emotional success. It is now a legal mandate to be followed. 

To enforce these effort, the Every Student Succeeds Act or ESSA indicates very specific steps to states to adhere to.  In Texas, the Texas Education Agency (TEA) oversees and regulates most local education agencies.  The standards on the state of Texas following through with the federal law is available for your review by clicking this link: TEA Foster Care School Stability

In summary,  the guardian, caregiver, surrogate parent, foster parent, CPS case worker,  DFPS caseworker and/or foster care liaison can request that school stability be considered for any student in the conservatorship of the state.  

The Department of Family and Public Services (DFPS) worker will in consultation with the school and caregiver, guardian, foster parent and/or surrogate parent determine if it is in the student's best interest to remain in their school of origin.  Meaning the school of which they enrolled when initially placed.

If DFPS determines that IT IS in the best interest of the student to remain in their current local education agency (school) placement and ESSA be used to ensure school stability, the DFPS worker and the local school district's foster care liaison review transportation and best efforts to ensure the student is able to remain in their school of origin. 

If DFPS determines that it is NOT in the best interest of the student to remain in their current local education agency (school) placement, the student is to be immediately enrolled in their new school district without delay.

School Stability and Transportation for the Foster Student
If it is determined that it is in the best interest of the student to remain enrolled in their school of origin.  
Transportation will be discussed and reviewed with all parties involved to ensure there are no delays in educational access.

Requesting School Records for my Foster Student

If you need to request records for your student please review the following:

  • If you are a local education agency (e.g. public school, charter school etc.,) requesting records:
    • Please send a TREx request to the last campus of enrollment
    • For special education records you may contact the last campus of enrollment or the Klein ISD Central Office- Teaching & Learning Center: Special Education Records Clerk  Fax: 832-249-4049 or TREx 101915039 for special education records only.   

     

  • If you are a public or private agency/business requesting records for a foster student.  You will need to provide the following prior to a request being reviewed:
    • Current identification and legal standings that identify and confirm that you or your agency has rights to access the student's records --*Examples may include: 
      • Currently dated court orders
      • Currently dated placement forms from a recognized state agency
      • Copies of your DFPS badge 
      • Proof of employment with the noted agency
      • Signed and dated release from guardian, educational decision-maker, surrogate parent and/or court ordered designee 
    • Once confirmed, the student's school registrar may assist in completing your record's request. 
    • Once confirmed, and the request is for special education records, information may be acquired by providing the noted information above to the Klein ISD Central Office- Teaching & Learning Center: Special Education Records Clerk via Fax: 832-249-4049

     

    • If you are a parent, guardian, caregiver or surrogate parent requesting records for your foster student.  You will need to provide the following prior to a request being reviewed:
      • Current identification and legal standings that identify and confirm that you have educational rights to access the student's records --*Examples may include: 
        • Currently dated court orders
        • Currently dated placement or custody forms from a recognized state agency
        • Proof of residence
        • Signed and dated release from guardian, educational decision-maker, surrogate parent and/or court ordered designee 
        • Once confirmed, the student's school registrar may assist in completing your record's request. 
        • Once confirmed, and the request is for special education records, information may be acquired by providing the noted information above to the Klein ISD Central Office- Teaching & Learning Center: Special Education Records Clerk via Fax: 832-249-4049

      What records do I need for enrollment & Who can enroll my foster student?
      School enrollment for a student in state conservatorship is not delayed in review of records.  However, there is an expectation that the records needed are acquired from DFPS and provided to the school within 14 days.

      The following records are needed to confirm state conservatorship status of the student:
      • The DFPS 2085 series form(s)
      • Names and contact information for the student’s  DFPS worker, DFPS supervisor
      • Attorney Ad litem and court ordered attorney, if applicable
      • Guardian Ad litem, if applicable
      • CASA worker, if applicable
      • Court orders indicating if a surrogate parent is assigned by the court

      FOSTER CARE 
      STUDENT ENROLLMENT

      The law requires all school districts to accept children and youth in DFPS custody for immediate enrollment.

      Ch
      ildren ages 3-5 in DFPS custody must be enrolled in a public school’s free pre-kindergartner or early childhood education program if available in the caregiver’s community. Children older than 5 must be enrolled in a Texas Education Agency accredited public or private school.

      Documents Needed to Enroll:
      *Birth  Certificate or other proof of identity*Copy of previous school records*Proof of immunizations *Placement Authorization form (2085) *Copy of child’s school records *Proof of residency

      **NOTE** The school district must enroll a child in the conservatorship of the Department of Family and Protective Services (DFPS) immediately in school regardless of documentation (Texas Family Code, Section 262) (g) A school district shall accept a child for enrollment in a public school without the documentation required by Subsection (a) if the Department of Protective and Regulatory Services has taken possession of the child under Chapter 262, Family Code. The Department of Protective and Regulatory Services shall ensure that the documentation required by Subsection (a) is furnished to the school district not later than the 30th day after the date the child is enrolled in the school.
